What is the interstate 1080 bait supply pilot program?
The interstate 1080 bait supply pilot program began between Victoria and NSW in March 2014 to increase access to 1080 pest animal bait products for wild dog and fox control.
Victorian landholders that reside or manage land in the parishes outlined in Table 1 and Figure 1 can purchase 1080 pest animal bait products from the South East or Murray Local Land Services (LLS) in southern NSW for use on their property in eastern Victoria. NSW landholders that reside or manage land in the South East or Murray LLS regions can purchase 1080 pest animal bait products from Victorian suppliers in the parishes outlined in Table 1 and Figure 1 for use on their property in southern NSW.
Who can participate in the interstate 1080 bait supply pilot program?
The following stakeholders can participate in the interstate 1080 bait supply pilot program:
- Victorian landholders in participating parishes (refer to Table 1);
- NSW landholders in South East and Murray LLS regions of NSW;
- Victorian Agsafe 1080 accredited retailers in participating parishes (refer to Table 1);
- NSW South East LLS (Bombala) and Murray LLS (Holbrook);
- Victorian suppliers with a licence to manufacture and sell or supply by wholesale perishable 1080 pest animal bait products;
- Victorian suppliers with a licence to manufacture and sell or supply by retail perishable 1080 pest animal bait products; and
- Victorian suppliers with a licence to manufacture and/or sell or supply by wholesale shelf-stable APVMA-registered 1080 pest animal bait products.
What 1080 bait products can be purchased in NSW for use in Victoria?
Authorised persons in Victoria can only purchase 1080 pest animal bait products in NSW that are registered for use in Victoria. Perishable ('fresh') 1080 bait products for wild dog control can only be manufactured from boneless red meat or liver. Perishable 1080 bait products for fox control can only be manufactured from liver. Shelf-stable 1080 bait products for wild dog or fox control are those products registered with the APVMA for use in Victoria and include 1080 capsules.
What 1080 pest animal bait products can be purchased in Victoria for use in NSW?
Authorised persons in NSW can only purchase 1080 pest animal bait products in Victoria that are registered for use in NSW and can be legally manufactured and supplied in Victoria. Perishable 1080 bait products for wild dog control can only be manufactured from boneless red meat or liver. Perishable 1080 bait products for fox control can only be manufactured from liver. Shelf-stable 1080 bait products and 1080 capsules for wild dog or fox control include those products registered with the APVMA for use in NSW.
Where can I purchase 1080 and PAPP pest animal bait products?
The NSW South East and Murray LLS will be supplying 1080 bait products primarily from their depots in Bombala and Holbrook. The LLS can undertake mobile ('in-field') manufacture of perishable 1080 bait products where there is significant community demand. Landholders seeking this option should contact the Bombala depot on (02) 6458 3055 or the Holbrook depot (via the Albury Office) on (02) 6040 4210.
APVMA-registered 1080 and PAPP pest animal bait products are available from accredited retailers who have Agsafe 1080 premises accreditation. Find your nearest Agsafe 1080 accredited retailer here or call Agsafe on (02) 6230 4799.
Perishable 1080 bait products and shelf-stable 1080 and PAPP bait products and 1080 capsules can be purchased from authorised 1080 and PAPP bait manufacturers and suppliers who have an appropriate licence issued by the Department of Health and Human Services (DHHS). A list of licensed 1080 bait manufacturers can be found here or on the health.vic website.
Always discuss orders with your supplier before purchasing to ensure you obtain the appropriate baits.
How can I purchase 1080 pest animal bait products in NSW to use in Victoria?
Authorised 1080 bait users who reside or manage land in eastern Victoria in the parishes listed in Table 1 can purchase 1080 pest animal bait products from the South East LLS Bombala depot or the Murray LLS Holbrook depot. You must bring your valid authorisation with you to purchase 1080 bait products.
When purchasing 1080 pest animal bait products in NSW, you will also need to supply proof of your address to verify that you are within a participating area. The proof should confirm that the land to be baited is within the participating parishes in Victoria. Your 1080 and PAPP endorsed Agricultural Chemical User Permit (ACUP) will show your post code. LLS suppliers will have a list of participating Victorian parishes and corresponding post codes with which to validate participant eligibility.
How much will it cost to buy 1080 bait in NSW?
The LLS will determine the price of 1080 bait products supplied to Victorian landholders. NSW landholders pay a levy to the LLS which reduces the price they pay for 1080 bait. Victorian landholders do not pay this levy to the LLS and so the price Victorian landholders will pay for 1080 bait will not be the same as for NSW landholders.
Who is authorised to purchase 1080 bait pest animal products in NSW for use in Victoria?
In order to purchase 1080 pest animal bait products in NSW for use in Victoria, an individual must have successfully completed appropriate training and be in possession of a licence or permit in accordance with the Agricultural and Veterinary Chemicals (Control of Use) Act 1992.
An authorised person or user of 1080 pest animal bait products is someone who:
- holds an ACUP with a 1080 and PAPP endorsement; or
- holds or is operating under a Commercial Operator Licence with a vermin destroyer endorsement and has completed the Course in Minimising the Risks in the Use of 1080 Pest Animal Bait Products for Vertebrate Pest Control; or
- holds a Pest Control Operators Licence issued under the Public Health and Wellbeing Act 2008, with an authorisation to use pesticides formulated for the control of pest animals and has completed the Course in Minimising the Risks in the Use of 1080 Pest Animal Bait Products for Vertebrate Pest Control; or
- holds a Pilot (Chemical Rating) Licence and has completed the Course in Minimising the Risks in the Use of 1080 Pest Animal Bait Products for Vertebrate Pest Control.
Only persons over 18 years of age are eligible to become authorised to purchase, possess and use 1080 pest animal bait products.
How long will the interstate 1080 bait supply pilot program run?
Victoria and NSW agreed to initially pilot the interstate bait supply program for 12 months, commencing March 2014. The program has since been extended until March 2016 with a second review now underway to determine the need for a further extension. The participating parishes and existing rules around interstate 1080 bait supply remain unchanged.
What other bait supply options are available for Victorian landholders?
Victorian landholders can continue to buy shelf stable 1080 bait products and 1080 capsules for use in canid pest ejectors from existing Victorian retailers. Alternatively, they can purchase fresh 1080 bait from Victorian suppliers and have it couriered out to their property (most Victorian licensed fresh 1080 bait manufacturers can transport fresh 1080 bait anywhere across the state within 24 hours).
Victorian landholders are also allowed to purchase fresh 1080 bait from mobile manufacturers. This involves having licensed mobile 1080 bait manufacturers come out to a landholders property to prepare fresh 1080 bait on site. It is a commercial business decision whether licensed fresh 1080 bait manufacturers choose to become mobile manufacturers, based on a range of factors including community demand.
