Review of Victoria's Regulatory Framework for the Manufacture, Supply and Sale of 1080 Pest Animal Bait Products by authorised 1080 bait users
Why is the Victorian Government reviewing the current 1080 framework?
The Victorian Government is committed to ensuring the continued safe and effective manufacture, supply and sale of Australian Pesticides and Veterinary Medicines (APVMA) registered and permitted 1080 bait products for use by authorised 1080 bait users in Victoria.
The current framework has been in place since 2008. It is a normal function of government to periodically review regulatory frameworks to ensure they are working effectively.
What is the review seeking to do?
The review will seek feedback from users of the framework (i.e. bait users, manufacturers, suppliers, sellers and regulators) on how it is working and identify any potential areas where it could be improved.
The review is not investigating new tools or technologies for pest control or reviewing the effectiveness or humaneness of 1080.
Is the Victorian Government intending to reduce access to 1080 bait products for bait users as a result of the review?
No, it is not the intention of the review to make major changes to the existing framework to reduce access to 1080 bait products by authorised bait users.
The intention of the review is to seek feedback from users of the framework – bait users, manufacturers, suppliers, sellers and regulators, to identify any significant issues with the systems and processes currently in place and to investigate potential improvements.
Why does the Victorian Government need to review the arrangements for 1080 manufacture, supply and sale?
The current framework provides for the commercial availability and manufacture, supply and sale of APVMA registered and permitted 1080 pest animal bait products by authorised 1080 bait users in Victoria and is the only one of its kind in Australia.
The use of 1080 for pest animal control has played an important role in the protection of Australian primary production and the environment for many years and it is still regarded as a key component of control measures for pest animals by all jurisdictions in Australia.
Safeguarding the continued availability and safe and effective manufacture, supply, sale and use of registered and permitted 1080 pest animal bait products in Victoria is critical to current and future vertebrate pest animal control efforts throughout the State and is a focus for the review.
Will red tape reduction/reducing administrative burden be considered as part of the review?
Yes. The Victorian Government is committed to reducing red tape and this will be a focus for the review.
Will the effectiveness or humaneness of 1080 use be considered as part of the review?
No. The purpose of the review is not to investigate the effectiveness or humaneness of 1080 poison. 1080 is a legal poison available to authorised persons for the control of declared vertebrate pest animals in Victoria and across Australia.
What is the process for the review?
Implementation of the review will involve consultation with a range of users of the framework to obtain feedback. As the purpose of the review is to seek feedback on the systems and processes for 1080 bait manufacture, sale and supply, consultation will be focused on the direct users of the framework - manufacturers, suppliers, sellers and users of 1080 bait products in Victoria and the relevant Victorian Government regulators.
Any issues identified with implementation of the framework will then be considered. Any endorsed amendments to the framework as a result of the review will subsequently need to be updated in all relevant State directions including the Directions for the Use of 1080 Pest Animal Bait Products in Victoria, Victorian Code of Practice for the Preparation of Perishable 1080 Pest Animal Bait Products (Using 1080 Aqueous Solution), relevant legislation and associated information available to authorised 1080 bait users in Victoria.
Will I be informed of any changes to the framework?
Yes. Authorised 1080 bait manufacturers, suppliers, sellers and users will be advised of any amendments resulting from the review.
