Describing roles and responsibilities
Operational decisions: these are decisions and actions that are regularly undertaken by an agency as a matter of practice.
Accountability and reporting: this captures responsibilities for which agencies can be monitored, reporting requirements that must be fulfilled by agencies and responsibilities for monitoring others.
Regulation: Regulations are the rules made by Parliament and government, and are administered and enforced by government authorities, in order to influence behaviour and achieve identified outcomes and objectives (adapted from the Victorian Competition and Efficiency Commission).
