Moving plants within Victoria
There are restrictions on the movement of certain plants, plant products and agricultural machinery within Victoria.
Four types of zones are established in Victoria to prevent the spread of certain pests and diseases.
These zones are concerned with:
- Queensland fruit fly (movement of fruit)
- Phylloxera (grapes, grapevine material, agricultural equipment and soil)
- Potato cyst nematode (potatoes, potato plant material, agricultural equipment and soil)
- Toolangi Plant Protection District (nursery plants, cut flowers, leafy vegetables, strawberry plants, rubus plants and potato tubers)
Toolangi Plant Protection District (PPD)
The Toolangi Plant Protection District has special significance to Australian horticulture due to high-quality potato, rubus and strawberry planting stock produced in the area to supply local and interstate commercial growers.
Specific prohibitions, restrictions and requirements operate to prevent the entry of pests or diseases into the control area or spread of pests and diseases within the Toolangi Plant Protection District. This requires that commercial consignments of nursery plants, cut flowers and leafy vegetables, strawberry plants, rubus plants and potato tubers be free from certain plant pests and diseases or treated to control certain pests.
All consignments entering the Toolangi Plant Protection District must be accompanied by certification and be verified by an accredited business.

Restrictions on moving plants and plant products within Victoria apply equally to items purchased online via the internet. The availability of an item on an internet trading site does not imply that it is legal to move it into Victorian plant quarantine zones or that movement is unrestricted. The buyer must comply with state quarantine regulations when moving online purchases within the state.
