Condition 48 - Potato Spindle Tuber Viroid

Any host material originating from an area covered by an Area Freedom Certificate, declaring that the area from which the host material originated is known to be free of Potato Spindle Tuber Viroid (PSTVd) may enter Victoria without restriction, otherwise the entry or importation into Victoria of any host material is prohibited unless the host material:
- is seed potato certified by a high-health propagation material scheme that operates in alignment with the Australian National Standard for Certification of Seed Potatoes ; or
- is accompanied by a plant health certificate, assurance certificate or plant health declaration certifying or declaring that the host material has been tested or treated in accordance with prescribed requirements 3 or 4; or
- sourced from a crop which has been sampled and tested, and found free of PSTVd where:
- sampling means 200 leaves are taken at random from the crop during the growing season; and
- testing means analysis of the leaves in a diagnostic laboratory; or
- for agricultural equipment, the equipment must be:
- cleaned free of earth material and organic matter by high-pressure water or steam; and
- disinfected with a solution containing not less than 100 ppm available chlorine, used as a spray rinse and allowed to dry without rinsing.
- enters Victoria in accordance with a permit issued by an Agriculture Victoria. To apply for a permit, visit the Plant biosecurity permit page.
‘host material’ means any host plant, and any agricultural equipment used in growing, harvesting, processing or transport of any potatoes, and any packaging used with plants in tissue culture .
‘host plant’ means a seed potato or any other potato intended for planting or propagation, including plants in tissue culture.
‘National Standard’ means the Australian National Standard for the Certification of Seed Potatoes.
Documentation requirement: PHC, PHAC, Plant Health Declaration, certification under a high-health propagation material scheme, or permit.
Where requested by an inspector, host material entering or being imported into Victoria under a Plant Health Certificate, Plant Health Assurance Certificate or Plant Health Declaration must be:
- presented to an inspector for inspection; or
- verified by a person accredited to do so by the Department of Energy, Environment and Climate Action .
