Fees and charges for plant biosecurity services
These fees and charges are effective as of 1 October 2025, updated from version effective 1 July 2025.
Duties and Fees Relief Package
As part of the Victorian Government Drought Support Package, the Duties and Fees Relief Package is helping to reduce the cost of doing business for Victorian primary producers.
For 2025–26, fees and charges remain at 2024–25 rates. Commencing on 1 October 2025, Agriculture Victoria will also apply a fee waiver to specific plant biosecurity fees and charges. Other service delivery will be maintained at the standard rate for fees and charges.
Chargeable services
Agriculture Victoria provides a range of services in accordance with set fees and charges. These services are provided to facilitate market access in line with state and national quarantine requirements.
Agriculture Victoria has sought to make the fees and charges as accurate and complete as possible, however updates may be required if service provisions change. Fees and charges are exclusive of GST unless stated otherwise.
Service fees
Service delivery fee waivers will be applied to arrangement application fees (including renewals) and area or property freedom approvals from 1 October 2025 to 30 June 2026. Fees relating to arrangement audits, including associated travel, issuance of non-conformance reports and distribution of audit flies (if required), will also be waived.
Service delivery fee waivers will also be applied to verification inspections. All other inspections and supervised activities are charged at the standard rate.
Standard service delivery fees are applied per 15 minutes, or part thereof. Service delivery charges may include administrative processes, such as confirming quarantine movement conditions and providing the required certificate.
Travel fees
For standard service delivery, a fee must be charged to account for return travel time from the nearest designated Agriculture Victoria office. This fee is applied per 15 minutes, or part thereof, travelled. Travel is capped at 90 minutes.

Cancellation policy
If an individual person or business cancels a service within 24 hours of a scheduled appointment, the fee for the estimated time required to deliver the scheduled services may still be charged (including return travel where applicable).
