Condition 25I - Grape Phylloxera: Agricultural equipment and packages

Definitions

  • Phylloxera Exclusion Zones (PEZ) means a part of the state that has completed a recognised surveillance program to determine the region is free of phylloxera and is identified under a control order for the purpose of preventing the entry of grape phylloxera into area and has an Area Freedom Certificate issued by the Chief Plant Health Officer of the state.
  • Phylloxera Infested Zones (PIZ) means a part of the state where phylloxera is known to be present. Restrictions are in place to prevent the spread of phylloxera from the area.
  • Phylloxera Risk Zone (PRZ) means a part of the state where Phylloxera has not been detected and has not been through a recognised surveillance program.

The movement of Agricultural equipment and packages:

  • from an area certified as known to be free of Phylloxera to any place in Victoria; or
  • from a PEZ to any place in Victoria; or
  • from a Victorian PRZ within the PRZ or into a Victorian PIZ;

may move without restriction, otherwise the movement of Agricultural equipment and packages:

  1. from a Victorian PIZ to any place, or a Victorian PRZ to any place within a PEZ is prohibited unless certified that the agricultural equipment and packages have been:
    1. thoroughly cleaned with a steam cleaner or high-pressure hot water to remove all soil and plant debris; and
    2. in the case of equipment (other than mechanical harvesters) and used packages, disinfested by:
      1. steam applied at a temperature above 100℃, as measured at the steam outlet; or
      2. immersion in hot water (>70℃) for at least 2 minutes at temperature; or
      3. dry heat:
        1. place in a suitable room, shed or container that can be heated up to the required temperature; and
        2. apply temperature probes to the agricultural equipment and packages, and measure the surface temperature and preferably some deeper parts of the equipment/packages; and
        3. heat up the room until the probes indicate that the required temperature has been reached; and
        4. hold in the room:
          • for at least 90 minutes at a temperature of 45℃; or
          • for at least 180 minutes at a temperature of 40℃;
    3. in the case of mechanical harvesters, disinfestation by dry heat [1.b(iii)] is compulsory; and
    4. in the case of barrels and mobile bottling plants, cleaned free of soil and organic matter.
  2. from an Interstate PIZ or an Interstate PRZ to any place in Victoria is prohibited unless certified that the agricultural equipment and packages have been:
    1. thoroughly cleaned with a steam cleaner or high-pressure hot water to remove all soil and plant debris; and
    2. in the case of equipment (other than mechanical harvesters) and used packages, disinfested by:
      1. steam applied at a temperature above 100℃, as measured at the steam outlet; or
      2. immersion in hot water (>70℃) for at least 2 minutes at temperature; or
      3. dry heat:
        1. place in a suitable room, shed or container that can be heated up to the required temperature; and
