Commercial dog breeding review 2026
The Minister for Agriculture has directed Animal Welfare Victoria to review the legislative and regulatory framework for commercial dog breeders in Victoria.
Nearly 10 years on from Victoria’s landmark reforms to tackle puppy farming, this review will assess whether the framework:
- is operating as intended
- ontinues to meet current community expectations.
The review will focus on commercial dog breeding. It will identify any gaps and opportunities to strengthen how the system works in practice. This will include improvements to the regulatory framework and its administration.
We expect to complete the review by August 2026.
