Domestic Animal Regulations 2025
The Domestic Animal Regulations 2015 (current regulations) are due to expire in November 2025.
As per the Subordinate Legislation Act 1994, the Domestic Animals Regulations 2025 (proposed regulations) and an accompanying regulatory impact statement (RIS) have been prepared for public consultation. Documents can be found on Engage Victoria.
Consultation closes on 29 August 2025.
Interested parties may either complete the survey or attach a submission to the Engage Victoria page. Following the closing of the Engage Victoria consultation page, all submissions and survey answers will be internally reviewed. This may result in further changes to the proposed regulations prior to finalisation in November 2025.
All proposed changes may be found in the documents on Engage Victoria. The key minor amendments proposed to be made to the current Regulations are summarised in Appendix A to the RIS. Some of the changes include:
- clarifying reporting periods for approved organisations
- removing outdated transitional provisions
- minor changes to prescribed identifying information (microchip data) to include an email address
- inclusion of new infringement penalties
- reduction of infringement penalties for various offences, including for failing to register a pet, due to enforceability issues
- updated fees to increase cost recovery.
