Animal production planning permit requirements across Victorian zones

A planning permit may be required to use or develop land for animal production in Victoria.

  • No permit is required for a Section 1 (as-of-right) use
  • A permit is required for a Section 2 use
  • A Section 3 use is prohibited.

There are a range of zones where animal production may be permitted, and this is outlined in the Victoria Planning Provisions.

To determine if an activity is permissible in one of the above zones, the local council should be consulted as local laws may apply that restrict certain uses.

Agriculture Victoria Planning and Advisory Service

In December 2021, the Victorian Government announced the Agriculture Victoria Planning and Advisory Service. The Advisory Service provides agricultural planning advice across all agricultural sectors including but not limited to dairy, pigs and poultry, cattle, sheep, goats, horticulture and grains.
