Condition 42 - Tomato Yellow Leaf Curl Virus

Any host material originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material is originated is known to be free of Tomato Yellow Leaf Curl Virus (TYLCV) may enter or move within Victoria without restriction, otherwise the entry or importation into or within Victoria of any plant, or plant product (excluding fruit, truss tomatoes and seeds) of tomatoes (Lycopersicon esculentum), beans (Phaseolus vulgaris), eggplant (Solanum melongena), lisianthus (Eustoma grandiflorum), lobed croton (Croton lobatus) and all species of Capsicum, Euphorbia and Physalis is prohibited unless certified that the produce has been:

  1. grown and packed on a property more than 20 km from a known detection of TYLCV; or
  2. grown under a pest management program, which prevents that introduction of silverleaf whitefly (SLW) and TYLCV, that includes:
    1. initial testing before propagation –
      1. Mother plants must be tested for TYLC before propagation begins
      2. Test must be conducted using either:
        • DAS–ELISA or
        • polymerase chain reaction (PCR)
      3. Testing must be performed by an approved laboratory
    2. ongoing monitoring –
      1. Certified host plants must be retested at least every 6 months
      2. These tests must also be conducted by an approved laboratory
      3. Plants must be found free of TYLC at each testing interval
    3. certification for movement –
      1. For movement into New South Wales (NSW), host plants from within the TYLC restricted area must be accompanied by a plant health certificate or plant health assurance certificate issued by Agriculture Victoria
      2. This certificate must confirm consignment freedom from both TYLC and its vector, silverleaf white fly (SLW)
      3. This certificate must include IP number, facility number and procedure number (PS–55) of the accredited business that prepared the product
    4. propagation –
      1. in a silverleaf white fly proof production area (e.g. screenhouse or glasshouse) where the internal, entry and exiting doors are sealable to prevent entry of SLW and which is known to be free of SLW by monitoring for the presence of SLW; or
      2. using a treatment and weed control program involving the use of chemicals registered for the control of SLW, and the removal of weeds from –
        • inside production areas; and
        • areas surrounding production areas; and
    5. in the case of material propagated vegetatively (e.g. cuttings) –
      1. plants from which the material was sourced (mother stock) must be -
        • tested at least every 6 months and found free of TYLCV; and
        • grown under conditions described in sub-clause 2(a); and
      2. the cuttings must be grown under conditions described in sub-clause 2(a); and
    6. inspection of all plants in the consignment, at the rate of 600 plants per consignment or 2% of the plants in the consignment (whichever is greater), and found to be free of SLW and symptoms of TYLCV; and
    7. packing so as to prevent infestation with SLW, including –
      1. unvented packages; or
      2. vented packages with the vents secured with gauze or mesh with a maximum aperture of 0.5 millimetres; or
      3. fully enclosed under tarpaulins, hessian, shade cloth, mesh or other covering which provides a maximum aperture of 0.5 millimetres; or
      4. fully enclosed or screened buildings, cool rooms, vehicles or other facilities free from gaps or other entry points greater than 0.5 millimetres in width or height; or
      5. shrinkwrapped and sealed as a palletised unit; and
  3. moves in accordance with a permit issued by an Agriculture Victoria. To apply for a permit, visit the Plant biosecurity permit page; and
  4. a copy of the certification is submitted to Agriculture Victoria Connect prior to despatch of the material.

Documentation requirement: Plant health certificate, plant health assurance certificate, plant health declaration or BioSecure HACCP biosecurity certificate (under ECCPTYLCV01).
