General Procedures

Specific plants, plant products and other pest and disease host materials are prohibited entry into Victoria unless accompanied by a Plant Health Certificate (PHC) or Plant Health Assurance Certificate (PHAC) certifying compliance with relevant conditions of entry (see individual conditions).  Commodities, which are not prohibited and are hosts of a specified pest or disease may enter Victoria without certification in relation to that pest or disease if sourced from an area of another state or territory covered by an area freedom certificate.

Area Freedom

Unless prohibited any host material, agricultural equipment or used package may enter any part of Victoria without restriction if an Area Freedom Certificate certifying that the State or Territory, or any part of the State or Territory where the host material, agricultural equipment or used package was grown, packed, sourced or last used, is known to be free from a specified pest or disease.

Note:  Any notification or advice of an outbreak of a pest or disease is taken to be an amendment to the relevant Area Freedom Certificate.  In these cases, host material may no longer be accepted under area freedom.

Verification

An importer may be required to present host commodities and accompanying certification for verification by an inspector or a person accredited by the department to verify the material and certification.

Packaging

Packages of all fruit, vegetables or nuts must be clean to touch and free of extraneous visible matter and objectionable odour and in good repair.

Labelling

Packages containing any fruit, vegetable or nut must be legibly marked with the following:

1. the kind of fruit, vegetable or nut (name of commodity); and
2. in the case of prescribed fruit, vegetables or nuts*-
   1. the name and postcode of the city or town nearest to the locality where they were grown, or
   2. an approved code indicating the location of packing or production; and
3. in the case of a commodity certified under an accreditation (e.g. ICA Scheme), information as required by the specific Procedure.

*details of prescribed fruit, vegetables and nuts are provided in the Plant Biosecurity Regulations 2016.

Any host material including cereal grain, lucerne hay (except second or subsequent cut of the season), pasture hay, stockfeed or plant waste originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free of  Annual Ryegrass Toxicity may enter Victoria without restriction, otherwise‐

the entry or importation into Victoria of any cereal grain, lucerne hay (except second or subsequent cut of the season), pasture hay, stock feed or plant waste is prohibited, unless certified that the material:

1. Cereal grain must be –
   1. sampled at the rate of –
      1. 100g from every tenth bag, up to a maximum of 400 bags; or
      2. in the case of bulk loads, 100g from 4 sample points per 25t, up to a maximum of 500t; and
   2. analysed for the presence of annual ryegrass seeds; and
      1. no annual ryegrass seeds are detected; or
      2. where annual ryegrass seeds are detected, the seeds are examined for the presence of galls, and
         (A) in the case of seed for processing, less that one gall per kilogram of sample is detected; and
         (B) in the case of seed for planting, no galls detected; or
   3. enters Victoria in accordance with a permit issued by Agriculture Victoria. To apply for a permit visit the Plant biosecurity permit page.
2. Hay must be –
   1. sampled at the rate of 80–100g per each 10 bales, up to a maximum of 400 bales; and
   2. analysed for the presence of annual ryegrass seeds; and
      1. no annual ryegrass seeds are detected; or
      2. where annual ryegrass seeds are detected, the seeds are examined for the presence of galls, and less than one gall per kilogram of sample is detected; or
   3. enters Victoria in accordance with a permit issued by Agriculture Victoria. To apply for a permit visit the Plant biosecurity permit page.

Any plant or plant product (excluding fruit) originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free of citrus red mite may enter Victoria without restriction, otherwise‐

the entry or importation into Victoria of any plants or plant product (excluding fruit) of the genus Citrus, Eremocitrus, Microcitrus, Monanthocitrus, Fortunella or Poncirus:

1. has been grown on a property inspected by an officer of the department responsible for agriculture in the State or Territory where the host material is grown, and found free from citrus red mite; or
2. in the case of bare-rooted or potted plants, be treated in the previous 12 months with a drenching spray using a mixture containing 25 mL of 18 g/L of Abamectin per 100 L water; and
   1. 30 mL of 500 g/L of Clofentezine per 100 L water; or
   2. 5 mL of 200 g/L of Amitraz per 100 L water; or
3. In the case of budwood, be treated in the previous 12 months by dipping for at least 2 minutes in a mixture containing 25 mL of 18 g/L of Abamectin per 100 L water; and
   1. 30 mL of 500 g/L of Clofentezine per 100 L water; or
   2. 5 mL of 200 g/L of Amitraz per 100 L water; or
4. enters Victoria in accordance with a permit issued by Agriculture Victoria. To apply for a permit visit the Plant biosecurity permit page..

Any plant in tissue culture or plant originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free from green snail may enter Victoria without restriction, otherwise-

the entry or importation into Victoria of any host plant which have been grown or packed on a property within 25 km of an infestation of green snail but more than 2km from a green snail infested property is prohibited unless certified that:

1. the host plant has been grown or packed on a property which:
   1. has been baited and inspected from 1 April to 30 November (inclusive), for at least 3 months before importation using an APVMA approved molluscicide for the control of green snail in accordance with all APVMA label directions and permit conditions, and
   2. the baits are laid on the property, in a continuous strip, on a 3 m wide vegetation-free strip inside the perimeter of the property and transects through the property on a grid pattern with distances between the strips of:
      1. 100 m for properties up to 5 ha provided that there is at least two transects running through the centre of the property at right angles; or
      2. 200 m for properties between 5 and 10 ha; or
      3. 300 m for properties greater than 10 ha; and
2. inspected by an officer of the department responsible for agriculture in the state or territory in which the property is located, along bait trails 3 to 10 days after baits were laid and found free of green snail; and
3. if grown in a propagating/potting media which has a soil component, the media must:
   1. originate from, and be stored on, properties which have been baited and inspected and found free of green snails, in accordance with the baiting requirements above (1); or
   2. be disinfested with one of the following treatments:
      1. methyl bromide fumigation 0.6 kg/m³ for 72 hours on an impervious floor with the material laid or packed no more than 660 mm deep during fumigation, or
      2. a steam and air mix at a temperature of 60° C for 30 minutes, or
      3. fumigation with a chemical containing 940 g/kg dazomet in accordance with all APVMA label directions and permit conditions; or
4. enters Victoria in accordance with a permit issued by Agriculture Victoria. To apply for a permit visit the Plant biosecurity permit page; or
5. in the case of small lots of household potted plants, all plants must be:
   1. bare-rooted so as to be visually free of soil and potting media; or
   2. re‐potted into new commercially available potting media under the supervision of an officer of the department responsible for agriculture in the state or territory in which the material has been grown; and
   3. inspected by an officer of the department responsible for agriculture in the state or territory and found free of:
      1. green snail and
      2. earth material.

‘host material' means any host plant and any used package which has contained any host plants.

‘host plant' means any plant or plant product, including any leafy vegetable, cutting, potted plant, turf, bare rooted plant, mature tree, cut flower, foliage, hay, or fodder but excluding fruit, plants in tissue culture and seeds.

Any plant in tissue culture or plant originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free from green snail may enter Victoria without restriction, otherwise-

the entry or importation into Victoria of any host plant which has been grown or packed on a property within 2km of a green snail infested property is prohibited unless certified that:

1. the host plant has been grown or packed on a property which-
   1. has been baited and inspected from 1 April to 30 November (inclusive), for at least 3 months before importation using an APVMA approved molluscicide for the control of green snail in accordance with all APVMA label directions and permit conditions, and
   2. the baits are laid on the property, in a continuous strip, on a 3 m wide vegetation-free strip inside the perimeter of the property and transects through the property on a grid pattern with distances between the strips of:
      1. 50 m for properties up to 5 ha provided that there is at least two transects running through the centre of the property at right angles; or
      2. 100 m for properties between 5 and 10 ha; or
      3. 200 m for properties greater than 10 ha; and
   3. inspected by an officer of the department responsible for agriculture in the state or territory in which the property is located, along bait trails 3 to 10 days after baits were laid and found free of green snail; and
2. be grown or packed on a property that has a control/hygiene program in place to prevent the entry of green snail, which includes:
   1. additional 3 m wide vegetation free strip (on the inside edge of the 3 m baited boundary strip) around the perimeter of the property that is:
      1. baiting using an APVMA approved molluscicide for the control of green snail in accordance with all APVMA label directions and permit conditions, and applied each four weeks between the months of April and November, inclusive; or
      2. a continuous physical barrier constructed of:
         • galvanised sheet bent at an angle of 20 degrees to the soil surface; or
         • an electric fence designed specifically for snails; and
   2. a continuous trench extending 3 metres inside the perimeter of the property that contains an unbroken line of bait between the months of April and November inclusive; and protection of driveways with a continuous trench of 100 mm wide and 100 mm deep along both sides of the entire length of the driveway, constructed from a solid material such as concrete; and
   3. any plant material for packing is sourced from properties known to be free of green snail; and
   4. the storage of stock for export is more than 30 m from a baited boundary; and
3. treated within 2 days prior to export with an APVMA approved chemical cover spray for the control of green snail in accordance with all APVMA label directions and permit conditions; and
4. if grown in a propagating/potting media which has a soil component, the media must:
   1. originate from, and be stored on, properties which have been baited and inspected and found free of green snails, in accordance with the baiting requirements above (1); or
   2. be disinfested with one of the following treatments:
      1. methyl bromide fumigation 0.6 kg/m³ for 72 hours on an impervious floor with the material laid or packed no more than 660 mm deep during fumigation, or
      2. a steam and air mix at a temperature of 60° C for 30 minutes, or

Any plant in tissue culture or plant originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free from green snail may enter Victoria without restriction, otherwise-

the entry or importation into Victoria during the months of April to November only of any cut flowers, foliage, cuttings or bare rooted plants which have been grown and packed on a property within 25km of a green snail infested property is prohibited unless certified that the hosts have been:

1. grown or packed on a property which has been baited and found free of green snail in accordance with the requirements of condition 23A for properties between 2km and 25km of an infestation or condition 23B for properties within 2km of an infestation (note: plant material for packing must be sourced from known green snail free areas as established by the condition 23A, condition 25B or sourced from a property greater than 25 km from a known outbreak of green snail); or
2. inspected at a minimum of 600 units or the whole consignment by an inspector, or person authorised by the department responsible for agriculture in the State or Territory where the host material is grown and found to be free of green snail; or
3. treated with an APVMA approved molluscicide for the control of green snail in accordance with all APVMA permit directions and label conditions for the control of green snail; or
4. enters Victoria in accordance with a permit issued by Agriculture Victoria. To apply for a permit visit the Plant biosecurity permit page.

Any plant in tissue culture or plant originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free from green snail may enter Victoria without restriction, otherwise-

the entry or importation into Victoria of any host material is prohibited unless certified that:

1. the host material be grown, packed and handled on a property located more than 25km from a green snail infested property

‘host material' means any host plant and any used package which has contained any host plants.

‘host plant' means any plant or plant product, including any leafy vegetable, cutting, potted plant, turf, bare rooted plant, mature tree, cut flower, foliage, hay, or fodder but excluding fruit, plants in tissue culture and seeds.

Movement of potted vines

Definitions

• Phylloxera Exclusion Zones (PEZ) means a part of the state that has completed a recognised surveillance program to determine the region is free of phylloxera and is identified under a control order for the purpose of preventing the entry of grape phylloxera into area and has an Area Freedom Certificate issued by the Chief Plant Health Officer of the state.
• Phylloxera Infested Zones (PIZ) means a part of the state where phylloxera is known to be present. Restrictions are in place to prevent the spread of phylloxera from the area.
• Phylloxera Risk Zone (PRZ) means a part of the state where Phylloxera has not been detected and has not been through a recognised surveillance program.

The movement of potted vines :

• from an area certified as known to be free of Phylloxera to any place in Victoria; or
• from a PEZ to any place in Victoria; or
• from a Victorian PRZ within the PRZ or into a Victorian PIZ;

may move without restriction, otherwise the movement of potted Vines must move in accordance with a permit issued by Agriculture Victoria. To apply for a permit, visit the Plant biosecurity permit page.

Any plant of Lupinus species originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free from lupin anthracnose may enter Victoria without restriction, otherwise‐

the entry or importation into Victoria of any plant of Lupinus species is prohibited unless certified that the plants:

1. where consigned during the period September to November, be inspected within 20 days before export by an officer of the department responsible for agriculture in the State or Territory where the plants were grown and found free of any symptoms of lupin anthracnose, or.
2. enters Victoria in accordance with a permit issued by Agriculture Victoria. To apply for a permit visit the Plant biosecurity permit page.

Any plant originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free of spiralling whitefly may enter Victoria without restriction, otherwise‐

the entry or importation into Victoria of a plant or plant product intended for propagation in a glasshouse, hothouse or an indoor area is prohibited unless certified that:

1. the plant or plant product is grown on a property which is located more than 10km from a detection of spiralling whitefly; or
2. the plant or plant product was grown on a property that is known to be free of spiralling whitefly; or
3. inspected and found free of spiralling whitefly; or
4. treated by:
   1. cover spraying to the point of run off with a mixture containing a commercial wetting agent at the rate specified on the product’s registered label; and
      1. 0.75mL of 400g/L dimethoate per L of water; or
      2. 0.5mL of 80g/L bifenthrin per L of water; or
      3. 0.4mL of 100g/L bifenthrin per L of water; or
   2. full immersion in a mixture containing 0.75mL of a concentrate containing 400g/L dimethoate per L of water for a minimum of 10 seconds; and
5. packed so as to prevent infestation with spiralling whitefly; or
6. enters Victoria in accordance with a permit issued by Agriculture Victoria. To apply for a permit visit the Plant biosecurity permit page .

Documentation requirement: PHC, PHAC under ICA‐35 or ICA‐36, BioSecure HACCP Health Certificate under ECCPSPW04, Plant Health Declaration or Permit.

Any host plant* originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free of citrus tristeza virus may enter Victoria without restriction, otherwise‐

the entry or importation into Victoria of any host plant or plant product* is prohibited unless the hosts enter Victoria in accordance with a permit issued by Agriculture Victoria. To apply for a permit visit the Plant biosecurity permit page .

*Note: host plant means any plant or plant product of the genus Citrus and the genus Fortunella excluding seed, fruit and kaffir lime leaves for human consumption.

Under S71 of the Catchment and Land Protection Act 1994, “a person must not wilfully bring or cause to be brought into Victoria or transport within Victoria the seeds of a noxious weed or any other part of a noxious weed which is capable of growing whether or not for sale, without a permit from the Secretary.” The movement of noxious weed contaminated fodder, stock, grain, machinery, soil, gravel or stone is also prohibited.

Note: Seeds or other hosts may be tested prior to import into Victoria by an accredited seed testing laboratory for the presence of weed seed. A permit is required only if any weed seed is present in the consignment.

Any plants originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free of red imported fire ants (RIFA), may enter Victoria without restriction, otherwise - the movement into Victoria of any plants (excluding tissue culture, bare rooted plants and seedlings in plugs/cells*) is prohibited unless:

1. consigned from a property which has been regularly inspected and found to be free of fire ants; or is subject to control methods to prevent the establishment or spread of fire ants; and
2. containerised, potted and root-balled plants, trees and propagules:
   1. be grown in media treated with one of the following chemicals in accordance with the approved APMVA label or permit:
      1. a liquid mixture containing 500g/L chlorpyrifos applied at 40mL/100L water by full immersion dip or drenching of the growing medium; or
      2. a liquid mixture containing 80g/L bifenthrin applied at 2.5mL/L water as full immersion dip or drench, and plants consigned within 28 days; or
      3. a liquid mixture containing 100g/L bifenthrin applied at 2mL/L water as full immersion dip or drench, and plants consigned within 28 days; or
      4. a liquid mixture containing 240g/L bifenthrin applied at 0.8mL/L water as full immersion dip or drench, and plants consigned within 28 days; or
      5. a liquid mixture containing 25g/L betacyfluthrin applied at 16mL/10L water by drenching of the growing medium applied 48-72 hours prior to consigning; or
      6. a 100g/kg chlorpyrifos granular insecticide at 1kg per cubic metre of growing media, and plants consigned within 12 months; or
      7. a 2g/kg bifenthrin granular insecticide thoroughly blended at 10ppm, and plants consigned within 6 months; or
      8. a 2g/kg bifenthrin granular insecticide thoroughly blended at 12ppm, and plants consigned within 12 months; or
      9. a 2g/kg bifenthrin granular insecticide thoroughly blended at 15ppm, and plants consigned within 24 months; and
3. a copy of the certification is forwarded to Agriculture Victoria at market.access@agriculture.vic.gov.au prior to despatch of the material; or
4. enters Victoria in accordance with a permit issued by Agriculture Victoria. To apply for a permit visit the Plant biosecurity permit page.

*plugs/cells means any vessel with a volume of no more than 0.1 L used to grow or transport plants.

Verification Requirement:

Host material imported into Victoria which is required by to be accompanied by a certificate or declaration, must be:

(a) presented to an Inspector for inspection; or

(b) verified by a person accredited to do so by the Department of Energy, Environment and Climate Action.

Any host material originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material is originated is known to be free of Tomato Yellow Leaf Curl Virus (TYLCV) may enter or move within Victoria without restriction, otherwise the entry or importation into or within Victoria of any plant, or plant product (excluding fruit, truss tomatoes and seeds) of tomatoes (Lycopersicon esculentum), beans (Phaseolus vulgaris), lisianthus (Eustoma grandiflorum), lobed croton (Croton lobatus) and all species of Capsicum, Euphorbia and Physalis is prohibited unless certified that the produce has been:

1. grown and packed on a property more than 20km from a known detection of TYLCV; or
2. grown under a pest management program, which prevents that introduction of silverleaf whitefly (SLW) and TYLCV, that includes:
   1. for propagation-
      1. a silverleaf whitefly proof production area (eg screenhouse or glasshouse) where the internal, entry and exiting doors are sealable to prevent entry of SLW and which is known to be free of SLW by monitoring for the presence of SLW; or
      2. using a treatment and weed control program involving the use chemicals registered for the control of SLW, and the removal of weeds from
      • from inside production areas; and
      • areas surrounding production areas; and
   2. in the case of material propagated vegetatively (e.g. cuttings) -
      1. plants from which the material was sourced (i.e. mother stock) must be -
         • tested at least every six months and found free of TYLCV; and
         • grown under conditions described in subclause 2(a); and
      2. the cuttings must be grown under conditions described in subclause 2(a); and
   3. inspection of all plants in the consignment, at the rate of 600 plants per consignment or 2% of the plants in the consignment (whichever is greater), and found to be free of SLW and symptoms of TYLCV; and
   4. packing so as to prevent infestation with SLW, including –
      1. unvented packages; or
      2. vented packages with the vents secured with gauze or mesh with a maximum aperture of 0.5 millimetres; or
      3. fully enclosed under tarpaulins, hessian, shade cloth, mesh or other covering which provides a maximum aperture of 0.5 millimetres; or
      4. fully enclosed or screened buildings, cool rooms, vehicles or other facilities free from gaps or other entry points greater than 0.5 millimetres in width or height; or
      5. shrink wrapped and sealed as a palletised unit; and
3. moves in accordance with a permit issued by an Agriculture Victoria. To apply for a permit, visit the Plant biosecurity permit page; and
4. a copy of the certification is forwarded to Agriculture Victoria at market.access@agriculture.vic.gov.au prior to despatch of the material.

Any plant originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free of electric ant may enter Victoria without restriction, otherwise‐

the movement into Victoria of any plants or plant products (excluding tissue culture, bare-rooted plants washed free of earth material and seedlings in plugs/cells) is prohibited unless:

1. grown in media treated with one of the following chemicals in accordance with the approved APVMA label or permit -:
   1. a liquid mixture containing 80 g/L bifenthrin applied at 2.5 mL/L water as full immersion dip or drench, and plants consigned within 28 days; or
   2. a liquid mixture containing 500 g/L chlorpyrifos applied at 40 mL/100L by drenching of the growing medium, and plants consigned within 28 days; or
   3. a 2 g/kg bifenthrin granular insecticide thoroughly blended at 10 ppm, and plants consigned within 6 months; or
   4. a 2 g/kg bifenthrin granular insecticide thoroughly blended at 12 ppm, and plants consigned within 12 months; or
   5. a 2 g/kg bifenthrin granular insecticide thoroughly blended at 15 ppm, and plants consigned within 24 months; or
   6. a 100 g/kg chlorpyrifos granular insecticide at 1 kg/m³ of growing media, and plants consigned within 12 months; and
   7. stored, handled and consigned in such a manner that would prevent infestation of electric ants; or
2. enters Victoria in accordance with a permit issued by Agriculture Victoria. To apply for a permit visit the Plant biosecurity permit page.

Any host plants originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free of polyphagous shot-hole borer may enter Victoria without restriction, otherwise‐

the entry or importation into Victoria of any host plants with woody stems or branches that are greater than 2.0cm in diameter must:

1. be inspected at a rate of 2% or 600-units (whichever is greater) and found to be free of any signs or symptoms of polyphagous shot-hole borer infestation, and be consigned to Victoria within 7 days of inspection; or
2. be inspected at a rate of 2% or 600-units (whichever is greater) and found to be free of signs or symptoms of polyphagous shot-hole borer infestation and treated by cover spraying with bifenthrin in accordance with the approved APVMA label or permit for the control of polyphagous shot-hole borer every 4 weeks; and
3. a copy of the certification is forwarded to Agriculture Victoria at market.access@agriculture.vic.gov.au prior to dispatch of the material; or

‘host plants’ means any plant listed below.

Any timber originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free of polyphagous shot-hole borer may enter Victoria without restriction, otherwise‐

the entry or importation into Victoria of any timber must:

1. be inspected at a rate of 2% or 600-units (whichever is greater) and found to be free of any signs or symptoms of polyphagous shot-hole borer infestation, and be consigned to Victoria within 7 days of inspection; or
2. be treated by -
   1. fumigation with methyl bromide at a rate of-
      1. 10^oC - 15.9^oC @ 64g/m³ for 24 hours; or
      2. 16^oC - 20.9^oC @ 56g/m³ for 24 hours; or
      3. 21^oC – 31.9^oC @ 48g/m³ for 24 hours; and
      4. where monitoring at regular intervals throughout the fumigation treatment to ensure minimum concentration is maintained at the following rates; or

   2. heat treatment, where the temperature of the core of the timber is measured at a minimum of 56°C for at least 30 minutes; and

3. a copy of the certification is forwarded to Agriculture Victoria at market.access@agriculture.vic.gov.au prior to dispatch of the material; or

‘timber’ meanswood (round or sawn, with or without bark) of any host plant including firewood and woodchips where the chips are greater than 2.5cm, excepting seasoned timber.

‘seasoned timber’ means timber or wood including construction and fencing materials, and furniture that has been-

• dried, or
• treated to a hazard class of H2 or greater as provided in the AS/NZS 1604 series ‘Specification for preservative treatment’.

‘host plants’ means any plant listed below.

Any agriculture equipment originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free of polyphagous shot-hole borer may enter Victoria without restriction, otherwise‐

the entry or importation into Victoria of any agricultural equipment (including any vehicle, equipment or other mechanical apparatus of any kind that has been used in relation to host plants and timber) must:

1. be cleaned free of host material by –
   1. brushing; or
   2. high pressure water; or
   3. steam; and
2. be inspected and found free of host material and polyphagous shot-hole borer; and
3. a copy of the certification is forwarded to Agriculture Victoria at market.access@agriculture.vic.gov.au prior to dispatch of the material; or

the entry of any plant or plant product (excluding fruit) from the family Cucurbitaceae is prohibited unless:

1. the host plants have been grown on a property, where host materials have been sampled, tested and found free of CGMMV within the previous 12 months; or

Any host plant originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free of pyriform scale, may enter Victoria without restriction, otherwise‐

the movement into Victoria of any host plant is prohibited unless:

1. treated with an insecticide registered for the control of scale, at rates specified on the label or in accordance with an APVMA permit; and
2. be inspected at a minimum of 600 units or 2% of the plants in the consignment (whichever is greater), and no pyriform scale detected; or
3. enters Victoria in accordance with a permit issued by Agriculture Victoria. To apply for a permit visit the Plant biosecurity permit page.

'host plant' means any plant or plant product, excluding fruit, seeds, cut flowers, bare-rooted trees without leaves and plants in tissue culture, belonging to any of the following plant families:

Acanthaceae, Agavaceae, Anacardiaceae, Apocynaceae, Aquifoliaceae, Araceae, Araliaceae, Asclepidaceae, Cannaceae, Caprifoliaceae, Caricaceae, Convolvulaceae, Ebenaceae, Elaeocarpaceae, Euphorbiaceae, Fabaceae, Lauraceae, Lythraceae, Malpighiaceae, Malvaceae, Moraceae, Musaceae, Myricaceae, Myrtaceae, Oleaceae, Orchidaceae, Passifloraceae, Phyllanthaceae, Pittosporaceae, Punicaceae, Rubiaceae, Rutaceae, Saxifragaceae, Scrophulariaceae, and Verbenaceae.

Any flowers or ornamental foliage originating from an area covered by an Area Freedom Certificate declaring that the area from which the host material originated is known to be free of tomato potato psyllid, may enter Victoria without restriction, otherwise‐

the movement into Victoria of any flowers or ornamental foliage (excluding ornamental fruits) is prohibited unless it has been:

1. fumigated with 1000g/kg active constituent methyl bromide at:
   1. 10°C – 10.9°C @ 56g/m³ for 2 hours; or
   2. 11°C – 15.9°C @ 48g/m³ for 2 hours; or
   3. 16°C – 20.9°C @ 40g/m³ for 2 hours; or
   4. 21°C – 31.9°C @32g/m³ for 2 hours; and
2. immediately after treatment, the material is placed in secure conditions that prevent infestation of tomato potato psyllid; or
