Treatment and chemical use

1. The Bifenthrin use is based on the use pattern approved by the APVMA in an off-label permit - Permit 84229. The permit lists example chemical products and allows for other similar products also. For example - TALSTAR 100 EC INSECTICIDE/MITICIDE (APVMA No. 45704) PLUS OTHER REGISTERED PRODUCTS Containing: 100g/L BIFENTHRIN as the only active constituent.

2. Imidacloprid is registered for psyllids but it appears to only be for ornamental plants. This use may be permitted under Victoria’s off-label use policy, but it does not currently meet the requirements of ICA-62.

The Public Chemical Registration Information System can be used to search for registered products for a specific commodity.

Yes, there is an option to use a chemical that is registered for all life cycle stages of TPP. However, you should take note of the chemical label or Australian Pesticides and Veterinary Medicines Authority (APVMA) minor use permit, which may include a requirement for a combination of chemicals or may limit the number of times a chemical can be used.

Businesses issue their own certificates once they have completed the application process and have been issued with a certificate of accreditation. Agriculture Victoria will undertake regular audits with businesses as described in the specific procedures.

Certification

Multiple sites owned by the business can be covered under the one accreditation.

Please check with receiving jurisdictions as there may be other plant pests that require certification in addition to TPP.

For some commodities and states there are multiple options to suit business needs. Generally, only one type of accreditation will be needed, unless a particular plant or plant product or destination is not covered by a single accreditation.

SA does not require any certification for TPP. Qld requires fumigation with methyl bromide or PS-62: Inspection of Tomato Potato Psyllid Host and Carrier Produce for Freedom of Green Material.

Certification requirements for other pests and diseases remain unchanged, such as certification for potato cyst nematode.

Only Queensland and Tasmania require certification for non-host leafy green vegetables. Tasmania also accepts ICA-61.

Tasmania accepts IC-04: methyl bromide fumigation and ICA-55: Irradiation to meet TPP requirements, which also meet existing fruit fly requirements.

Transport and secure movement

Each consignment requires its own PHAC issued by the accredited business.

A consignment is a group of products that is sent to a receiving business at the same time. It may range from a single item, pallet or truck load. A consignment can also be multiple pallets or truck loads provided it is all going to the same destination at the same time.

If the product is regulated for TPP by the receiving jurisdiction it will require a Plant Health Assurance Certificate (PHAC). The PHAC is issued by an accredited business and provides assurance that the plants or plant products have been prepared in accordance with the receiving jurisdictions plant quarantine requirements.

Agriculture Victoria is developing arrangements as quickly as possible and releasing them as they are finalised. Most arrangements were available for 8 December when import requirements were implemented for receiving jurisdictions. Updates to arrangements and finalisation of outstanding arrangements will continue post 8 December, with timing reliant on interstate agreement and available information.

Agriculture Victoria is expediating application processing, but note that it can still take up to five days and is reliant on applying businesses providing correct information and completing the eLearning.

Movement monitoring and compliance

The initial compliance audits will be conducted as soon as possible after businesses have become accredited. Given the large number of businesses being accredited in a short timeframe, initial compliance audits will be prioritised, with many being undertaken outside of the four week period. Agriculture Victoria will contact businesses to arrange an initial compliance audit.

The initial compliance audit will ensure you understand the requirements of the accreditation procedure and have implemented all elements of the accreditation correctly.

Victoria and WA are the only states that have detected TPP. Part of the arrangement requirements involve secure transport/packing to prevent re-infestation of TPP after treatment. Your local biosecurity officer can confirm necessary arrangements:
