All Nursery Stock certified for chemical treatment under this procedure (ICA-62) must be treated with one of the following in accordance with the product label and/or APVMA permit within 72 hours prior to dispatch.

PS-58 version 1.1 has been released. The frequency of use is determined by the intended application and specified in the safety data sheet (SDS) or product instructions.

Inspection protocols

Australian states classify commodities as “carriers” based on whether live pests can be transported on or in them—even if the pest doesn’t feed or reproduce there.

There are different scientific publications and papers suggesting the type of plant or plant materials that TPP can be transported on or in them. Jurisdictions adopted with different publications in defining their carrier lists.

Property freedom arrangements (PS-66) are in development and negotiation with interstate jurisdictions. There is no defined timeframe for the finalisation of the arrangement, but it is progressing as a priority.

From SA to Vic is free movement – no certification is required.

From Vic to QLD, need to be under either:

  1. PS-61, washing and inspection, or
  2. PS-58: treatment and inspection, or
  3. PS-62: inspection and secure packaging ICA-04: Methyl bromide fumigation, or
  4. ICA-55 irradiation.

If the produce is securely stored in Victoria, the business might talk to QLD DPI to get a special consideration based on the facts of: 1. Originated from SA which is TPP free; and 2. Packed securely within Victoria with no exposure to TPP risks.

Victoria is also working with interstate to update existing procedures, which may allow for movement of product from sensitive markets, to Victoria and then back to sensitive markets.ICA-23: Area or property freedom for TPP could be an option for a producer in a sensitive market to become accredited under to allow movement to a Victorian accredited ICA-17 business to allow for reconsigning whole or sub-consignments certifying the produce originated from a TPP free area. Victoria is also working on updating the ICA-57 repacking procedure to allow for TPP carrier or host material to be repacked in Victoria ahead of being consigned to sensitive markets.

ICA-62 is focused on carrier produce but PS-57 includes both host and carrier produce (carrier QLD only). Please see the below differences between procedure requirements ICA-62 needs the time period of 72 hours to complete the pre-harvest treatment before dispatch.

ICA-62 Host type: Carrier

  1. Pre-harvest treatment within 72 hours of dispatch; and
  2. 2%- or 600-unit inspection prior to dispatch and found to be free of TPP; and packed in secure conditions that prevent infestation with TPP

PS -57 procedure requirement Host type: Host and carrier (carrier QLD only)

  1. Pre-harvest treatment; and
  2. 2% or 600-unit inspection prior to dispatch and found to be free of TPP; and packed in secure conditions that prevent infestation with TPP.

All carrier nursery stock within the consignments has been randomly selected and inspected at the rate of 2% of the consignment package/carton count of the consignment and found free of tomato-potato psyllid

The total number of units inspected per consignment is capped at 600.

  • A minimum of three (3) packages/cartons must be inspected per consignment, regardless of the 2% sampling rate or the 600-unit cap, with 100% of units in the package/carton inspected. If carrier nursery stock is sourced from multiple growers, inspect each source separately at the required rate.
  • Only finalised consignments are eligible for end-point inspection
  • Randomly select packages according to the predetermined inspection rate
  • Move selected packages to the inspection area
  • Consider mixed consignments and the number of units per grower when sampling.

They will need a PHAC to certify that the relevant entry conditions have been met for movement from Victoria to NSW.

Currently, ICA-57 does not cover repacking for TPP, but the team is working on an update. We expect the release of a revised ICA-57 for TPP in the near future.

Once in NSW, they will need to request a NSW DPI officer to issue a PHAC certifying that the produce was treated in Victoria in a manner that meets NSW and Queensland entry conditions.

If the table grapes are packhouse packed, they will be exempted from TPP-related entry conditions if no green plant materials is attached. TPP certification is not required for shed packed grapes consigned to QLD.

Certification (including Plant Health Assurance Certification (PHAC)

A business will be issued with an IP number upon receipt of their Certificate of Accreditation. The number is issued on that document. It will not be issued ahead of this point.

PHAC book requests:

If you require a PHAC book, it is recommended that you request one at the point of receiving your certificate of accreditation. Books can also be collected from specific Agriculture Victoria office locations. Requests for a PHAC book to either collect in person or request it to be posted can be sent to the appropriate regional email address as listed below:

Training and support

When you complete your training, you will be given access to complete 2 courses. One is the Authorised Inspection Person training and can be completed by multiple people at your business. The other is the Certification Controller Training and can only be completed by 1 person at your business. BOTH certificates are required to be submitted for certification.

  1. The same person can complete both modules but will be required to send BOTH certificates through.
  2. If you have multiple Authorised Inspection Persons, please collate their certificates into a single email to reduce processing time.

A PHAC is required for each consignment that moves interstate. A PHAC may cover multiple products, but they must all be part of the same consignment.

There are options for how products can meet secure conditions. Refer to the secure conditions section of the procedure your accredited under (or going to be accredited under).

You can order them ahead of receiving your certificate of accreditation, however if being posted, they’ll be posted after your certificate has been issued. Once you have your certificate of accreditation you can also request to collect a PHAC book from one of our specific office locations.
